Officials from the authority said their first priority is completion of delayed projects.
Of the 1,150 complaints received in the past year, as many as 950 are regarding projects that have been delayed by at least five years. A majority of these complaints are from around 30,000 homebuyers who are hassled over delay in delivery of their housing projects.
They have been waiting for their dream homes for years, but have ended up paying EMIs on the home loans and rent for their current residences, as their projects have been delayed by apathetic builders.
The regulatory authority has issued notices to 52 builders to complete their documentation and register with H-Rera regarding 70 projects, as well as share detailed status of their ongoing projects in Gurgaon. They have been given time till October-end to respond to the notices. If the responses are considered unsatisfactory, a penalty will be imposed on them.
According to officials of the department of town and country planning (DTCP), over 3,000 projects have been issued permits in Gurgaon till date.
Contrast this with only 250 projects that have been registered by builders with the authority so far. H-Rera officials said that a major-ity of complaining homebuyers have paid up over 60% of the construction cost of their project.
“The end-user is suffering because they are paying both EMIs and rent. These people have invested their life’s savings in these projects because they want a house of their own. However, their homes are not being delivered to them for years. In many projects, there is no clarity on when the projects will get ready,” said an official.
Not only will the authority impose penalty on the builders for delaying projects, they will also recommend FIRs against them.
“Strict action will be taken against those who don’t comply with the authority’s regulations. RERA was formed to address grievances of homebuyers. We’ve taken action against a few builders in the past few months, and will take action in a more streamlined and stricter manner from now on.”
